Is rent affordable if it is below 30% of income?
Not automatically. The percentage is only a quick orientation point. Debt, family costs, transport, healthcare and the money left after essentials can change the answer.
Should utilities be included?
Yes. Rent alone can hide a large part of the housing cost, so add energy, water, building charges and other regular housing bills you expect to pay.
What is included in cash needed to move in?
